Default Can't run 16 bit windows program... Insufficient memory

I get this message when I reboot along
with "..insufficient memory to run this application.
Cancel one or more windows applcation and try again." I
checked one of the MS support locations referring to the
task manager and check for ntvdm.exe with the indented
applications being the 16 bit applications. I noted that
wowexe.exe and bwagent.exe were indented but still can't
figured out exactly what are the 16 bit applications and
then what to do from that point. Please someone, help me.
