Subject garbled

When I sent Japanese email using Windows Mail, Japanese letters I wrote in
subject were garbled. The text message were no problem. Do you have any
suggestion how I can send email with Japanese subject?

Tools | Options | Send
Under Email settings click both HTML Settings and Plain Text Settings and in
each click the box to allow 8-bit characters in headers.
