mmpc.ef could not be installed error in syntax or format

I can find no specific answer to my problem. I have reinstalled Office 2003
Basic but it will not open and I receive the following message
The extension configuration file "C\:Program Files\Microsoft
Office\OFFICE11\ADDINS\msspc.ecf" could not be installed. There is an error
in the syntax or format of the file.

find and delete extend.dat
