Free/busy info not appearing on resource mailbox

Hi,

I have many resource mailboxes that don't publish free/busy information. We
have tried the outlook /cleanfreebusy switch, it works at first, but comes
back later.
Any advice?

Exchange 2003 SP2
Outlook 2003 SP2
Native mode
