Frontpage installation error

I am trying to install Frontpage 2003 on my laptop with Vistall Home Premium.
I am getting an error just before it finishes installing and the installation
shuts down. The Error I get is 2203. I have a screen shot of the error
message.

On my previous laptop with Vista Basic this program installed fine.

What is this error, and why is it not installing?

I have tried to send a email to product support but do not have a
registration number as I am not getting an install.
