Since you can identify when this started happening:

1. Uninstall AVG. Make sure you reboot afterwards.

2. Use the Norton removal tool to make sure all traces of Norton are gone.
Make sure you reboot afterwards.

3. Install a different, better antivirus. Recommended programs are NOD32,
Kaspersky, or Avast if you want a free one.
