I was faced with the same decision a year ago, between those two PSU's.
Upon research it turns out that the True Power is the heavier duty unit and
built more ruggedly. The Neo has more quiet cooling and is more "earth
friendly" (more energy efficient.) But the Neo cannot handle as heavy of
loads as the True Power for long periods of time. I bought the True Power
and have exercised it for a year extensively and it has purred on.
