You should be able to do 3GB as you are thinking. How do you know you have
bad ram?

You might try increasing the memory voltage just slightly (0.1v) but no more
and see if it takes the 4GB. Also try dropping the dram speed, although I
don't think that is the problem with the ram you are using. Make sure that
4GB is supported by your mobo (check the manufacturer's website and any
forum the mfg hosts).
