If someone links to your site, you create a link to theirs in your useful links section.

but where do I place the code - or where do i find "useful Links section"? I

You place the code where you want the links to show on the page. Paste
the code into notepad, then copy from notepad into code view at the spot you want them. Practice on a copy of the page first to get the feel of it. If you aren't comfortable messing around in code view it can get pretty confusing in there if you get lost.
