How can I relocate the 'Contacts' folder from my user account on 'C' to
another drive?

Can you explain what you are trying to achieve and why?
Contacts is a system folder in Vista, and you are courting trouble if
you try to relocate it.

Use the 'Move' button found on the "Location" tab in the Contact folder's
Properties dialog.

I am trying to concentrate all of the files and folders that I need to back
up into one place, preferably not on the C Drive. That way I can do a
complete reload of windows and software without losing any data. The contacts
folder is the last holdout at this point.

There are two scenarios for doing a reload. Several times in my experience
with Vista (over 1 year) I have had to recover my C Drive image from my
Acronis backup. This has been caused by a disc failure in one case and by
software corruption in others. If I relied on the user account to keep
everything, I would have lost my favorites list and email messages between
the time I took the image and restored from it.

The other case is if I ever have to do a total reinstall of Windows and the
Apps. I am facing that due to a problem with the AHCI driver. I might have to
do a reinstall with AHCI disabled on this MoBo.

By default, Contacts is a folder under C:\Users\username\...
I routinely back up everything under that username folder.
Email backup is done with: http://www.staticbackup.com/windows-live-mail-backup

Sorry, I'm not familiar with other backup strategies.
