First, deleting an account and deleting a mail profile are completely
separate things. Second, you didn't answer my question.

What is the pathfile of the mail profile in the registry?

HKCU\Software\Microsoft\Windows NT\CurrentVersion\Windows Messaging
Subsystem\Profiles\profilename

I'd erase the "profilename" key and start over in Mail in Control Panel.

I erased all profiles in the registry, but when i tried to create a new
account, i received an error "There was an error accessing your system
registry".

Were I in your shoes, I'd reinstall the entire operating system.

Cool Registry Error Outlook 2003

I've Done The following.
I Un-Install My Office 2003
Delete every folder on my Pc related to Office11 and Outlook
Under your Documents settings profile as well
Be Careful with the following...!!!

I deleted everything from the registry saying outlook.exe, outlook and office11
NOT Outlook Express

Installed only outlook 2003 Then re-installed Office 2003

Remember not to un-select oulook installation when installing Office 2003
Install Office SP2

And all fixed

I even removed Office 2003 and Oulook 2003 and only re-installed Full office 2003 and it worked..
