How to disable/delay those little pop-up info boxes?

I'm not sure how they are called, but I'm talking about those little, light
yellow pop-ups with some description in them, that appear when your mouse
touches an icon or rolls over a line in the explorer window, or anywhere
really.

Either way, they pretty much annoy me.

Where can I disable or at least delay them?
Or it might even help if someone knows the real name of these boxes...

Disable Windows Defender notifications:
Open Defender > Tools > Alternatives > Uncheck notification options under
real time protection settings.

Thx, but I can't find what you're talking about.

I'm talking about those descriptive pop-ups that come up everywhere...
