Default backup program confusion

Can someone explain why the Vista backup program, which is supposed to be an
"incremental" backup, is backing up all my applicable files each time, taking
a full 2 or 3 hours, and filling up my backup hard drive??? I know have 4
complete backups. What is it about this backup program that i don't
understand? I thought the program would search for new or modified files, and
simply add those to my initial backup, and not recreate a total backup each
time.

Help!!!???
