It has good features to add tags n all.

Windows Photo Gallery in Vista isn't actually a separate program (like an EXE file); it is hosted within the Vista Explorer process. So you can't run it without running Vista Explorer ... and you can't run Vista Explorer, without running Vista. Incidentally, this is similar to the design of the Windows Picture and Fax Viewer, in XP - it is also a shell extension, which lives in side XP's Explorer process. If you have Office 2003 or 207 installed, you can view and manipulate photos with the Office Picture Manager - that's pretty similar to Photo Gallery.
