Start-up problem

When I turn on my PC, after it finished booting, a window
(similar to Windows Explorer) would pop up showing System
32. I went thru the troubleshooter and in MSConfig,
startup tab, I unchecked "/L:eng" and it resolved the
problem. So far, it doesn't seem to have affected
anything. So my question is, does anybody know what the
heck /L:ENG is and what it's supposed to do?
