Default Windows 98 hard drive transfer to Vista

I have a hard drive enclosure for my Bigfoot hard drive (Windows 98) and
cannot load it onto Vista Home Premium. The PC appears to recognize the
device, but nothing happens even though the hard drive runs and
everything is hooked up properly.

Can anybody help me?

GO TO CONTROL PANEL, DISK MANAGEMENT & MAKE SURE IT IS ACTIVE

If it has an o/s it would already be active, primary partition.
Note:
- A logical drive can not be marked as active.
- One can only mark a partition as active on a master boot record (MBR) disk.
