Default CF2.0 service pack level

If I write an app and create a CAB using CF2.0 SP2, does the end user HAVE
to have SP2 on their computer/device?
What if they have original CF2.0?

Since the CLR only checks major an minor versions, it will still run (though
obviously with any bugs present in the earlier version).
