Right Mouse Click

I was wondering if anyone knows how to turn of the context
menus for shortcuts that a user puts onto the quickstart
bar. I went through Group Edit and turned off the ability
to right mouse click on the taskbar and I removed all the
items on the desktop, yet I can't stop my users from
deleting the icons. Any help is appreciated.
