Default mscoree.dll - can not access file

Norton Anti-Virus system scan logged a problem and it can not fix it.
the full comment was
C:\Program Files\Common Files\InstallShield\Professional\Run
Time\0701\Intel32\DotNetInstaller.exe can not access a necessary file
"mscoree.dll"
I have been unable to find any info on how to fix this problem, even using
Windows Support.
Anyone out there who may be able to help?
Thanks

Have you checked the Symantec web site and/or with Symantec tech support?
