File Permission Setting

My question is that how to disable the total property sheet itself or the
general tab that comes in the property sheet.

Also please tell me if there is any registry setting that if enabled or
disabled will make the current user from deleting files and folders.

In simple words can I restict the user from deleting or editing some
critical files. This is my final goal.
