Default Restart, and folders are still on the desktop

I just noticed this yesterday, so presume it has not been happening before
this - when I restart my computer running Vista, upon restart the folders
which I had open are still there. Isn't a restart supposed to start fresh,
and not continue on from before ?

Any ideas on what is going on here ?

Thanks
Dan

Without wishing to teach my grandfather to suck eggs, is it possible that
your machine is set to hibernate or sleep?
