Task Bar Flickers

I use Vista Business and so far have been trouble free. The only minor
problem I'm having is the task bar pops up for a nano second and goes back
down. This occurs quiet often. I have aero turned on and the task bar
hidden. If I put the task bar to show all the time, it does not do this. I
have updated drivers and have changed the refresh rate several time but
nothing seems to stop it??? Also have turned aero off but no good.

It might be happening when incoming mail is arriving?

I have outlook 2007 and NIS 2007 and I get a flickering taskbar when mail
arrives.
