In order to run the checker UAC prompts you to give it administrative privileges. If you click Confirm, or type a password the program can then do anything it wants, and UAC doesn't intervene at all.

The most likely problem is that NVidia are invoking new process threads using createAsUser rather than as threadCreate or processCreate or shellInvoke or shellExecute(Ex) which just goes to show how sucky they are.

Point of the matter is that UAC isn't the cause of this and turning it off renders your computer less secure.
