Add / remove programs - where is it?

I don't have this in my control panel and a search failed to find it.

Where is it hiding?

In mine when I open to vistas control panel there is a "programs" button that
has a link for removing a program. That may not show up if you're not logged
in as administrator (I havent tested that)
