will my old programs still be ther when i upgrade to Vista?

Yes, but they are not guaranteed to work and might require updates to become
functional again. I suggest checking the developers websites about patches
and updates.

if it is a game like NHL 06 for example if it doesnt work should I try to
re-intstall it?

You can try - however, try compatibility mode and see if that helps. Right
click on the .exe file, select Properties and click the Compatibility tab.
Set the compatibility to Windows XP SP2 and see if it helps.
