Yes, you can. The per user Start Menu is at
%userProfile%\AppData\Roaming\Microsoft Windows\Start Menu, where as the
all users is located at
%SystemDrive%\ProgramData\Microsoft\Windows\Start Menu.

Default Start Menu Items
Is it possible to have different Start Menu (All Programs) for each User? I
noticed that anytime I make a change for one User, the other User also
changes.
