I'm going to guess....

Importing the .csv back into Outlook, then on the same machine use
File-->Import-->Messages-->Outlook in Windows Mail

Yeah, it looks like they have significantly reduced the import options.

Micheal:

If you have the old wab file available, copy it to your Vista machine and
then double click it. You will get a message that Vista is about to import
your Contacts and you will be asked to OK this. After approving, wait for
the message the import has completed, then view your Contacts from
Start/Contacts.

Sorry. I misread your post and thought you were asking about importing
Contact information. I'm really curious as to how you got all your prior
mail into a CSV file. Would you care to enlighten all of us concerning how
you achieved that feat?
