Possibly your system is infected with spyware or adware
Try installing antivirus or /and spyware checker to scan your system.

Also it would be interesting to learn whether your Control Panel is in
classic mode or default Vista mode...

I'm having the same problem too. I'm running in the Vista mode for now. I
can get access from Safe Mode, but missing several of the options (ie
Add/Remove programs). Have not tried to switch to Classic View yet. Also
having some difficulty downloading an Antivirus program.

I have the same problem too. I hope it gets fixed soon because I need to
change my settings and the only way is through the control panel.

Shawn;

Try searching for the setting you want in 'Help' (ie installed programs, or
personalize). I have some luck in accessing some utilities that are on the
Control Panel this way. Not sure if it will help, but worth a try.
