Right click on the shortcut or application and select Properties. Go to the compatibility tab and select the option to run the program in compatibility mode for Windows XP SP2. If that doesn't work, try running the application as Administrator. Right click on the shortcut or application and select Run As Administrator. If that works, you can set it to always run as administrator by right clicking on the shortcut or application, select Properties. I just found out, that Roku works only with Vista (RTM), see
http://www.winpcap.org/misc/faq.htm#Q-28.
