The old Documents and Settings has been replaced by the "Users" folder and
then the user account name folders below that.
This folder can be found at the root of the installed drive so c:\Users for
example

No. The old Documents and Settings is a redirect to the new User folder.
It is used by legacy programs that need the Documents and Settings folder.
