Updated ATI RTM & RC2 Drivers

In case anyone hasn't checked ATI has new drivers for RTM for most of there
cards for Windows Vista and they say the drivers will work with RC2.

Yes, they do work with RC2. The new drivers cleared up some problems I was
having. Such as black spots on video when it should have been white, support
for rotating displays 90, 180 etc degrees.
