Outlook - Business Contact Manager

I get the message "There was aproblem connecting to the database engine..."
I've done what it suggested for XP pro and BMCUsers includes now my login
(which is also a member of the Administrators group) and the group everyone
(my idea not MS) but Despite muliple reloads of outlook and reboots. No joy.
Any suggestions.
