I disagree, MSDN SUbscriber downloads of 2GB are common, as is the eval
version of XP x64 edition, from Microsoft, having full versions to buy
online seems the natural progression. I just hope Microsoft see sense....

And MSDN has surges in downloads as we have seen here when a new Beta is
released.
That may be one factor why Microsoft does not do it.
MSDN and TechNet subscribers pay a premium for the download capability and
have specific EULA for their particular program.
They also usually have a better idea of there responsibilities under the
EULA.

Another factor may be the potential for sharing CDs.
It is not uncommon for someone to borrow the CD if theirs is damaged while
still using their key.
The average user is often already unaware that sharing is against the EULA.
Microsoft may feel having an easy ability to download and burn CDs for
average users may increase the casual piracy they have been working hard to
stop.

There are other reasons but that is what I immediately thought of.
