Outlook 2003 recurring meeting, recurring item tab not opening

I have a user running Outlook 2003. When he creates a recurring
meeting, then goes back to edit it. It does not ask him if he wants to
open the series or just this occurance. I have cleared his cache, to
no success. Searched but can't find anything related to this issue.
We have ran all MS patches also.
