Default Can't access registry

I just upgraded from Windows ME to XP Home Edition. When
I try to access the registry I get an error clb.dll is
missing, try re-installing the application. Re-install did
not help. This is now affecting my anti-virus software. I
cannot download any updates, it probably can't find the
registry.

Expand a fresh copy of clb.dll from your WinXP CD to the Windows\system32
folder. You can use the Expand button found in the MSCONFIG tool for this
task.
