Right-click on My Computer, choose Properties. Click on the Hardware tab and the on Device Manager. Under DVD/CD-Rom drives, is there a yellow exclamation mark against it? |

my friend tried the fix both the download and the manual registry edit.. He has no upper or lower filters listed. no .bak file, nothing.. what can he do to get the drivers loaded back into the registry, short of reloading windows from scratch.. he has one of those system backup disks from dell etc that would wipe and reinstall everything.

Since you've not told us anything about your friend's computer or its recent history, I certainly wouldn't recommend he wipe and start from scratch. For all we know, the hardware itself has failed. Perhaps your friend should take his machine to a professional computer repair shop. I don't recommend using a BigComputerStore/GeekSquad type of place.
