Default Wrong timezone following KB928388

Has anyone noticed an issue after installing the KB928388 patch where the
timezone changes in our case from Central Time to a timezone in Sarajevo? It
has happened on about 1 of every 8 computers I have pushed this patch to. I
noticed on some, you could go in and fix them by unchecking the DST checkbox
applying and rechecking it after changing it to the proper timezone. I had
one user that this did not work for following a reboot, his kept returning to
Sarajevo timezone, so we had to just go ahead and uninstall the MS patch, and
install the patch from a third-party vendor which worked fine following a
reboot. I have not found any real instances on the Web of other folks
complaining about related issues.
