Problem: Global IME : Japanese

I have a problem that I can not see the input menu ( such as Hiragana,
Katakana, Hankaku etc...), so I can not type any Japanese.

My computer is Microsoft ME.

I used to be available to type Japanese using Global IME, but now I
can not see the input menu, so I can't type any Japanese. The IME is
runnig, so I can select JA (Japanese)

Here is what I did
1: Uninstalled the IME and re-installed the IME Japanese language kit.
