is the data rate 31 Kbytes/s the same scale as 31 Kbps ?

I meant to convert kB/s (kilobytes per second) to Kbps (kilobits per
second) - it seems, they are different things.
Just find converter: http://www.testmy.net/tools/convert.php

so 31 kB/s will be 253.95 Kbps
