Default "Attach Dynamic Web Templates" is grayed out

The last time I used dwt was this past summer. Now it is not working and I
have no idea why. The "Attach Dynamic Web Templates" option is grayed out.
In fact all options are grayed out except "Manage Editable Regions". I use
FrontPage 2003, with Windows XP Professional/service pack 2. Thanks.

Do you actually have a FP web created and open, or do you just have a page
open?

The title bar does show the path of the file including the drive letter.
According to you and Tom Willett, it seems that I need to create a FP web.
How do I create a disk-based web? Thank you!

I found out about creating a web site. I wish I knew the changes to FP.
Thanks Tom and MD Wevsunlimited!

"Creating or Opening a site" in FP has always been there - it is not a
"change" in Frontpage.
