how to make / use recovery console when i need to reinstall win XP for step

You use the recovery console to repair Windows, not install.

As its name suggests, the recovery console is for recovering from problems,
for repairing Windows. It has nothing to do with, and is not used for,
reinstalling.

You don't use the Recovery Console to reinstall Windows. Here are links with
