Got a file .txt with GREEN color... probably locked or encrypted somehow(?)

That means it is encrypted. You can use efsinfo or check the file's
properties/advanced - details to see what users and Recovery Agents [if any] can potentially decrypt the file assuming that their EFS private key for that file is on that computer in their user profile. Any user that has delete permissions to an encrypted file can delete it if that is your goal.
