Likely explanation for the situation:

Before you could remove the virus, it had already altered the permissions
for Task Manager. By blocking Task Manager, the virus keeps you from using
this tool to stop it from running - a necessary step for its effective
removal. NOTE: If the virus is injected into the environment as a startup
item, starting in Safe Mode (as you did) is another approach for blocking
virus activity so that any relevant files it uses can be deleted.

message. Perhaps one of them will help:
