Default Program Association Error Message....but it IS a program...

When ever I try to open a program, i get the following error message:
"This file does not have a program associated with it for
performing this action. Create and association in the Folder
Options control panel"
This issue came up with: MS Word, AIM, Spybot, the Windows Firewall and Date
& Time (with the Control Panel for the last two)

I tried to what the error message instructs, but it won't let me open it.

I reccently deleted a bunch of old files, so i thought maybe i deleted
somthing important. But i restored my entire Recycle Bin, so I don't know. If
it's a virus, I tried to delete it with Panda, which I could only get to open
when a box poped up in the corner (the program itself wouldn't open on teh
desktop or in the start menu.)

I would appricate any help! Thanks!

Check the list of files at below website and see if the type of file you
are trying to open is listed. Every app, document or graphic needs a
file association for it to open. You can also rightclick the particular
file and click "Open with..." and select/browse what app you want to
use.
