Default Monitor/Screen Brightness

My Screen is currently as bright as it will go, yet the screen is still to
dark to see some pictures, games, websites, etc. Is their anyway to get the
screen brighter

How old is the monitor? Getting darker and darker is a good sign of an
aging monitor that really needs replacing.

Some video driver utils have 'brightness' and color balance controls.

Right click the desktop, select properties, and hit the Settings tab. Click
the advanced button, and see what's in there.
