Default Big VPN headache problem

Ok here's the situation, We have 3 different compagny call them A,B and
C. on compagny C is the one we want to vpn to it. A and B are the one
that are vpn to C. A have 2 computer both same windowsxp on same
router/firewall...etc one can vpn and the other one cant. the computer
in compagny A that can't vpn can vpn to compagny B so the problem is
not there. in compagny B 1 computer is on linux and the other one
windows xp the linux one can vpn anywhere and the other one can't vpn
to C same problem as the one in compagny A, and as compagny A, the
computers are on the same router.... i ask compagny B to check for the
rules to compagny C firewall and B firewall and all ok it is supposed
to work, anyone got an idea is it and issue like : "it's windows dont
try to understand" im lost there

We already think about maximum connections and it's not it, we tried
the 4 computer from A and B and 1 from each was able to connect after
we disconnected them so if there was a limit now there was 2 free
space, and it didnt work. And it's all desktop, and we check so there
is no kind of rule on the router to the lan allowing only lan adress X
to access. To do so we just switch the cable on the 2 computers still
the same problem
