Verifying email addresses

Does anyone know a quick way to:

a./ Programatically verify an email address *without* sending an email (to
see if it bounces) , using VBA
b./ Detect the mail server host of an email address, again, using VBA

I want to be able to verify (often illegible) handwritten email addresses
submitted by club members (1000) on membership renewal forms, and entered
into an Access database. The idea is to have MS Access immediately verify
the email address when it is entered via a form. (Please note that I am not
asking an Access question. This info is provided for background only. I just
need a lead into the Outlook API, if a solution exists.)
