Default Custom forms on the New menu

We recently created a new custom form in Outlook for a few people out of
organization to use. We are needing to have it published so that only the few
people can access it and have it accessible from the main "New" menu in
Outlook.

If we publish it to the Organizational Forms area, can we limit the persons
that can see the form and only make those selected individuals be able to
access it? Or, what would be the best course of action to allow those
individuals to do so?

You'd be better off publishing it to each user's Personal Forms library.
