how do i start to build my site in microsoft frontpage

hi all i have microsoft front page on my pc when i double click on it it
takes me to version 3.0 i double click on that it takes me to a folder called
bin,

Im trying to start my own website can anyone tell me how and were to get
backgrounds signs etc for my site

You do not have FrontPage on your PC unless you buy and install the
program.
The FrontPage folder you see is part of the operating system.
