Have you tried using the Office Diagnostics for this problem?

Office diagnostics cannot find anything wrong, there are two other accounts
on the computer not admin and outlook works fine on those. I have tried creating a new admin account and setting outlook up again, but I still get the error when I try to send/recieve. This is all very frustrating, I have resorted to using Windows Mail at the moment until I resolve the problem... I am using Windows XP SP2 + Office 2007, and I see the same symptom, too.
McAfee Anti Virus is installed. When I search for "naCmnLib71.dll", it is displayed as one of Network Associates component, not as Office 12 file. |

The error was reproduced when I received an email with zip file attachment. The zip file had password protection and Anti Virus is unable to scan.
I removed the check box to scan zip file to see if the symptom does not occur. |

I am running Windows XP SP2 on a Dell Precision 470. I have been running Office 2007 for about 2 months without any problems other than this one where it can't find naCmnLib.dll. I am running McAfee VirusScan v8.0i Enterprise. I have seen the same message about the naCmnlin.dll file several times and I have repaired it several times. I do not know what is causing it to reappear. I really don't think it is relative but I have the same version of Outlook and McAfee on 5 other computers and this problem only happens on one of them... the Dell Precision 470. To repair it, I uninstall McAfee and then re-install it. I have also repaired it by running the Office 2007 install again. Even though it fixes the problem for a short time, I discovered after some trial and error that re-installing is NOT NECESSARY. DO NOT DO THIS... DO NOT RE-INSTALL. There is another way around it. Read on...
It seems to only occur when I initially start Outlook 2007 and it begins to download email from my POP account. It NEVER happens when I am pulling email from my Exchange server. Also, it only occurs when I am downloading a ZIP file that has a password. Here is the work-around... If you turn off all of the on access scanning features of McAfee, Outlook will not crash and it will finish downloading your email. I know... I know... How safe is that?!?! Just make sure that your Outlook Reading Pane is turned off and that you do not open the email or attachments until you re-activate the McAfee On-Access scanning. Once the email is downloaded into your Inbox, you can restart the McAfee On-Access Scanning and Outlook keeps on running fine. It only seems to blow-up while it is trying to download from the POP account. That is the only work-around I have been able to find so far. At least I do not have to re-install my apps anymore. If you know of a better fix... please post it. |

I was having the same issue. It appears that the failure is becuase McAfee is unable to find this dll because it is not in the path. My resolution was simple. Add the path (C:\Program Files\Network Associates\Common Framework in my case) to the system path and everything started working fine. Hope this will help

This sounds like a better trick - Since I didn't find an existing System Path as you indicated, I created one as follows:
